Don't use 2 actions to tile-join and convert to PMTiles, just do it in a single to minimize wasted time moving bytes to and from R2.

Also switch to using dockerized tools.

Also use https://github.com/hikeratlas/tile-smush instead of tile-join -- decreases tile mergre time for NA from 130 min to 25 min

Let's try to do this in one pass, without the intermediate step of publishing the pmtiles to R2.

also rename the docker bin scripts to have a common `docker-` prefix
